National Community Survey Results

During Wednesday night, a representative from Polco provided the Board of Trustees with an overview of results from the National Community Survey that was completed this summer. All households within Firestone received a survey invitation in the mail, inviting them to participate in this survey online or inviting them to mail back an actual paper survey. The survey collection occurred between early June and mid-July of 2023.

Highlights of Results & Key Findings

Evaluations of Firestone’s quality of life measures were strong and on par with benchmark comparison communities across the nation. About 8 in 10 residents gave excellent or good ratings to: Firestone as a place to raise children, their neighborhood as a place to live, the overall quality of life in Firestone, recommending living in Firestone, and plan to remain in Firestone for the next five years.
Safety is a priority and a strength for Firestone, with most residents rating this facet as both of high importance and high quality.
Firestone residents highlight some potential areas of focus in the local economy. While the overall economic health of Firestone was identified by about 6 in 10 residents as excellent or good, 9 in 10 rated this area as essential or very important to focus on in the coming two years.
Residents offer insight into the development of Central Park.
9 in 10 residents indicated they were likely to use the Town website as a source of information, and 8 in 10 were likely to use the Town’s eNotification via email or text.

The survey results will be a powerful tool to help guide policy direction for the Firestone Board of Trustees and help prioritize projects within the Town. In addition, the Town looks forward to continuing to use this platform to ask follow-up questions and engage with the public.

Law Enforcement Safety Initiative Presentation

Firestone Chief of Police David Angelo, gave the Board of Trustees a presentation about a safety initiative proposal for Flock Safety Automatic License Plate Reader (ALPR) implementation in the Town of Firestone during Wednesday night’s meeting. Flock Safety ALPRs are cameras that are strategically located within certain areas of the community to automatically capture an image – not video – of the rear of a vehicle and the vehicle's license plate. These images are used for real-time alerts when stolen or wanted vehicles enter the Town of Firestone, as an investigative tool and as a deterrent to criminals.

The Firestone Police Department would like to invite the public to the next PACT meeting to learn more about this technology, how it is proposed to be used within the Town of Firestone, potential locations for cameras, and more.

Consolidated Service Plan for The Vistas At Saddleback Metropolitan District Nos. 1-3

After a public hearing during Wednesday night’s meeting, the Board of Trustees approved the Consolidated Service Plan for The Vistas At Saddleback Metropolitan District Nos. 1-3. The Vistas at Saddleback property was annexed into the Town of Firestone in 1976, and the Vistas at Saddleback Rezoning was approved in April 2023.

The following are the primary terms of the Service Plan:

The Districts are approximately 34.5 acres in area, consisting of a portion of the Residential C area of the proposed Vistas at Saddleback development located at the northwest corner of Grant Street and Frontier Street.
Maximum Debt Mill Levy: 55 mills subject to the Mill Levy Adjustment. The Maximum Debt Mill Levy may increase to 55 mills if the Town and developer do not reach an agreement to share the costs of Regional Improvements identified on Exhibit D-1 of the Service Plan.
Maximum Debt Mill Levy Imposition Term: 40 years from initial debt issuance.
Maximum Operation and Maintenance Mill Levy: 55 mills until initial debt issuance, then 10 mills after debt issuance subject to the Mill Levy Adjustment.
Town Mill Levy: 3 mills collected yearly.
Estimated Public Improvement Costs: $17,649,689.
Total Debt Limit: $23,000,000. Approval of the Service Plan for the Districts does not constitute the Town’s approval of any future development or zoning applications for the subject property.

Contract Approved for Inventory of Town’s Water System

On Wednesday night, the Board of Trustees approved an agreement with 120Water Audit, Inc. to prepare a preliminary service line inventory of the Town's water system and create a Public Transparency Dashboard. In 2022, the Environmental Protection Agency (EPA) released the Lead and Copper Rule Revision (LCRR), which requires water providers to develop a publicly available service line inventory. The inventory must include material classifications and define the ownership of all service lines connected to the public water distribution system. 120Water Audit, Inc. has expertise in helping water providers research, identify, and compile water infrastructure. Both Ramey Environmental Compliance and the CDPHE recommended 120Water Audit to support the Town's inventory preparation. The service line inventory must be submitted to the State of Colorado by October 16, 2024.

The inventory work is expected to begin this winter. Firestone water customers should be aware that 120Water may be contacting residents via mail, phone calls, or on-site visits to complete their work. We appreciate your cooperation in getting this project completed.
