Ordinance Approved for Water Enterprise Revenue Bonds The Board of Trustees voted unanimously on Wednesday night to approve Ordinance 973, to authorize the issuance and sale of Town of Firestone Water Enterprise Revenue Bonds for the construction of the future Water Treatment Facility. This action is one of the first steps of the Water Action Plan that was adopted earlier this year. The first couple years of activity will be focused on the construction of the St. Vrain Water Treatment Plant, water distribution infrastructure, and water storage. These improvements will serve current future Firestone residents for generations to come.
Timeline & Notable Dates: - The Board of Trustees approved the purchase of Firestone Reservoir No. 1 on October 12, 2016.
- The Board of Trustees approved the purchase option to acquire Firestone Reservoir No. 2 (the Brooks Pit) on January 11, 2017.
- The Board of Trustees approved the Agreement for the design of pump station and inlet infrastructure on October 10, 2018. The design phase is nearly complete and bidding for the construction phase is anticipated in the 2nd or 3rd quarter of 2020.
- The Board of Trustees approved the Gould Annexation on December 12, 2018. This is the parcel of land on which the treatment plant, well-field, and injection well will be located.
- The Board of Trustees approved the Agreements and Contracts for design of the St. Vrain Water Treatment Plant on December 12, 2018 and December 11, 2019.
- The Board of Trustees approved the creation of and appointed 4 Board members to the St. Vrain Water Authority on April 24, 2019.
- The Board of Trustees approved the selection of the St. Vrain Water Treatment Plant Construction Manager at Risk (CMAR) contractor on June 26, 2019.
- The Board of Trustees approved the Agreements related to the EPA Class Injection Well Permit on August 28, 2019 and the approved the Agreement with New IPT, Inc. for design of the injection well on March 11, 2020.
- April 28, 2020 the CDPHE approved the water treatment plans and specifications for construction.
Background: On March 25, 2020 the Board of Trustees adopted the Town of Firestone 2020-2050 Water Action Plan (Action Plan). The Action Plan was developed to support the request for financing of the Water Activity Enterprise by the sale of municipal bonds. The Action Plan provides background on current and projected water use within the Firestone Service Area and also describes the infrastructure needs, raw water supply needs, and details the estimated spending required over the next 30 years.

Board Approves Final Development Plan for Carbon Valley Lutheran ChurchDuring Wednesday night’s meeting, the Board of Trustees approved a Final Development Plan (FDP) for property located at 10916 Cimarron Street for Carbon Valley Lutheran Church, in the former nursery and garden center facility. The property currently has an existing commercial building, and the FDP proposes to convert the 11,202 square-feet building into a church. The FDP intends to generally maintain the current site conditions with only minor exterior modifications. Exterior modifications to the building will include re-cladding with metal and wood accents to the building for aesthetic and energy management needs.

Public Hearing Set for Updated Development Code The Board of Trustees introduced Ordinance 972, which repeals the existing development regulations of the Town and approves a new unified development code entitled the Firestone Development Code (FDC). Pursuant to Part 2 of Article 16, Title 31 of the Colorado Revised Statutes for ordinance codes adopted by reference, the Board of Trustees will first introduce the ordinance and then schedule a public hearing for a future date. During Wednesday night’s meeting, the Board scheduled the public hearing for Ordinance 972 for the June 24, 2020 Board of Trustees regular meeting.
