Pledge of AllegianceAt the start of the Wednesday night meeting, Olivia and Liam from St. Vrain Ranch led the Pledge of Allegiance with the Board of Trustees and those in attendance.

Public Hearing Set for Denmore Property AnnexationDuring Wednesday night's meeting, the Board of Trustees approved Resolution 22-70, accepting the petition from Denmore LLC, for annexing their property and setting the public hearing date for the annexation.
On February 28, 2022, Denmore LLC submitted a "Petition for Annexation to the Town of Firestone" for the Denmore property. The Denmore property is located at the northwest corner of Firestone Boulevard and Frontier Street. The total area proposed for annexation is approximately 147.334 acres.
Acceptance of Petition by the Board of Trustees via Resolution 22-70 does the following: - Establishes that the Board of Trustees finds the Petition to be in substantial compliance with the Firestone Development Code and the laws of the State of Colorado; and,
- Sets a Public Hearing date and time for the Denmore Annexation for July 13, 2022, at 7:00 p.m., in the Firestone Municipal Court and Board Room, 9900 Park Avenue, Firestone, Colorado, 80504

Neighbors Point Metro District Plan AmendedDuring a public hearing in Wednesday night's meeting, the Board of Trustees approved an updated and amended service plan for the Neighbors Point Metro District. In the Neighbors Point neighborhood, there are two different Metropolitan (Metro) Districts, Neighbors Point Metro District and NP 125 Metro District. The approved amendments are only for Neighbors Point Metro District. Key points and modifications to the service plan include:
- The Service Plan area is reduced from 119 to 92 acres with the removal of the Sable Glen property from the Service Plan area.
- Increase in debt limit from $3,190,000 to $7,000,000.
- A one-time debt proceeds contribution to the Town of $514,629 is eliminated and replaced with 3 mills (collected yearly) contribution to the Town
- A one-time contribution to the Town of $250,000 to be used towards traffic calming within the Neighbors Point subdivision.
- An increase from 6 mills to 10 mills for operations and maintenance.

Chipseal & Mill Overlay ProjectsIn two separate actions, the Board of Trustees approved resolutions related to roadway improvements. The first resolution approved a contract with A-1 Chipseal for chipseal services in St. Vrain Ranch and Ridgecrest neighborhoods. Work is anticipated to begin no later than June 20, 2022. The work will begin in St. Vrain Ranch and then move to Ridgecrest. Residents will receive door hangers with specific timing for the work on their street by the contractor. The second resolution approved was for a change order to the contract with Brannan Sand & Gravel who is currently working on the mill and overlay project on portions of Firestone and Colorado Boulevard. Because of remaining budgeted pavement maintenance funds, town staff recommended expanding the area of the mill and overlay by another 5,250 sq-yds to the east of the Oak Meadows Blvd on Firestone Blvd. This area will receive the same treatment as the original area approved by the Board.

Broadband License Agreement ApprovedDuring the Wednesday night meeting, the Board of Trustees approved Resolution 22-74, a Master License Agreement with Highline Colorado, LLC. Over the past months, the Town and its consultant completed negotiations with Highline to enter into a non-exclusive master license agreement for fiber networks. The agreement includes requirements for placement of equipment in rights-of-way, permit requirements, and an Infrastructure and Permit Fee of 2%. With the approval of this agreement, Highline can now proceed with the final design for their symmetrical gigabit Fiber to the Premises (FTTP) network, which will service Firestone residents and businesses. Highline anticipates beginning construction on the first phase during the fourth quarter of this year or the first quarter of 2023. BACKGROUND: In 2019, the Town conducted a Broadband Assessment and Feasibility Study. The Study collaborated with stakeholders including residents, the Chamber of Commerce, Fire District, Library, Sanitation District, Firestone Economic Development and others. The Firestone Board of Trustees ultimately identified Enhanced Broadband as a top community priority and as such, approved moving forward with the recommendation in the Final Report to issue an RFI to establish a Public-Private Partnership for a Last-Mile FTTP network.

Municipal Code UpdatesDuring the Wednesday night meeting, the Board of Trustees approved four separate ordinances to update and make changes to certain sections of the Firestone Municipal Code. These code changes are a direct response to the direction given to staff by the Board of Trustees in 2021. These updates address outdated codes, ensure compliance with state statutes, and align codes with best practices. The overall goal is to continue to provide a high level of service to the community and instill a "service over citation" mentality and give staff the tools to do so. Board Meeting Schedule Updates- The Board of Trustees has canceled the June 15, 2022, scheduled Work Session and the June 22, 2022, scheduled Board of Trustees meeting.
- The Board of Trustees will host a Chat with a Trustee on Wednesday, July 6, 2022 from 6:30 – 7:30 p.m. in the Training Room of the Firestone Police Department & Municipal Court Building (9900 Park Avenue).
- The next regularly scheduled Board of Trustees meeting will be on Wednesday, July 13, 2022 at 7:00 p.m. in the Board Room at the Firestone Police Department & Municipal Court Building (9900 Park Avenue)
