Mayor's AwardDuring Wednesday night's meeting, Mayor Drew Peterson presented Liam and Olivia Roehl with the Mayor's Award. He recognized these two for their eagerness to learn about their local government, for leading the pledge of allegiance during the June 8, 2022, Board of Trustees meeting, for being involved in various programs and activities, and for their community service.

Vistosa Residential Preliminary Plat ApprovedDuring a Public Hearing, the Board of Trustees approved Resolution 22-88, approving a preliminary subdivision plat for the Vistosa development. The Vistosa property is located on the northeast and southeast corner of Firestone Boulevard and Frontier Street. The preliminary plat includes 1,041 dwelling units on 274.1 acres. The housing types for this subdivision will consist of front and alley-loaded single-family detached homes, paired homes, and townhouses. The preliminary plat also includes over 77 acres of open space and landscape buffers and approximately 13 acres of parks. With the approval of the preliminary plat, the developer can move on to the final plat process for the property.

The Springs Metro District & The Springs South Metro District Plans AmendedIn two separate public hearings during Wednesday night's meeting, the Board of Trustees approved amending and restating two service plans for The Springs Metropolitan District and The Springs South Metropolitan District.
Key points and modifications to both service plans include: - The Springs Metro District is approximately 157 acres, consisting of the proposed Vistosa development north of Firestone Blvd.
- The Springs South District is approximately 115 acres, consisting of the proposed Vistosa development south of Firestone Blvd.
- For both Districts, the Maximum Debt Mill Levy: 50 mills subject to the Mill Levy Adjustment.
- For both Districts, Maximum Debt Mill Levy Imposition Term: 40 years from initial debt issuance.
- For both Districts, Maximum Operation and Maintenance Mill Levy: 60 mills until initial debt issuance, then 10 mills after debt issuance subject to the Mill Levy Adjustment.
- For both Districts, Town Mill Levy: 3 mills collected yearly.
- For the Springs Metro District, Estimated Public Improvement Costs: $34,741,483.
- For the Springs South Metro District, Estimated Public Improvement Costs: $20,361,003
- For the Springs Metro District, Total Debt Limit: $50,000,000.
- For the Springs South Metro District, Total Debt Limit: $38,000,000.
Approval of both districts' amended and restated service plans does not constitute the Town's approval of any future development or zoning applications on the subject property.

Lease Agreement with CVPRD ApprovedDuring the Wednesday night meeting, the Board of Trustees approved Resolution 22-101, approving a lease agreement with Carbon Valley Parks & Recreation District (CVPRD) for the use of the former Town Hall site located at 151 Grant Avenue for a Senior Center. The initial term of the lease is fifteen years and allows for two 5-year extensions. CVPRD will pay the Town $1 per year for the duration of the lease and will be responsible for planning, designing, and constructing various site and building improvements before occupancy is allowed. In addition, CVPRD will be responsible for maintenance and utilities while occupying the building. To ensure the project is completed in a timely manner, CVPRD will be required to submit the appropriate plans for their improvements on or before March 15, 2023.
