Welcome Home, Officer ReamDuring Wednesday night's meeting, the Board of Trustees, Town Staff, and those in attendance officially welcomed Officer Mike Ream home after a year-long deployment in the Army National Guard. Officer Ream is a police officer for the Firestone Police Department and has recently returned to his position. The Town of Firestone is grateful for his safe return home and was honored to celebrate him in a public meeting during the week of Veterans Day.

Special Review Use for 151 Grant AvenueDuring Wednesday night's meeting, the Board of Trustees approved a Special Review Use in a Public Hearing for the change of use for the former Town Hall to be a Senior Community Center operated by the Carbon Valley Parks & Recreation District (CVPRD). The building is located at 151 Grant Avenue in Historic Firestone.
Carbon Valley Parks & Recreation District Executive Director, Dean Rummel, shared high-level plans for the building and improvements they are planning on, which include: - Upgrading the parking lot on the north side of the building to address grading issues and improve the entrance for the ADA accessibility
- The building will include dedicated areas for active and passive activities, a lounge area for gatherings and space to hold social events and fitness classes.
- The building will also include updated restrooms, office spaces for staff, and an adequate catering-type kitchen to host Senior Lunches
- The Senior Center will be open to the public Monday-Friday, from 8:00 a.m. – 4:00 p.m. Outside those hours, the building may be reserved for community groups to use as meeting space.
Next Steps CVPRD will continue to work with the Planning & Development Department to finalize building plans and apply for building permits.
History During the August 24, 2022 Board of Trustees Meeting, the Board approved a lease agreement with CVPRD for the use of the former Town Hall site. The initial term of the lease is fifteen years and allows for two 5-year extensions. CVPRD will pay the Town $1 per year for the duration of the lease and will be responsible for planning, designing, and constructing various site and building improvements before occupancy is allowed. In addition, CVPRD will be responsible for maintenance and utilities while occupying the building. To ensure the project is completed in a timely manner, CVPRD will be required to submit the appropriate plans for their improvements on or before March 15, 2023.

Victim Assistance Unit Agreement ApprovedDuring Wednesday night's meeting, the Board of Trustees approved an Intergovernmental Agreement between the Town of Firestone, the Town of Frederick, the City of Dacono, and the Town of Mead for a shared Victim Assistance Unit. Victim Services are mandated by the State of Colorado, to provide assistance to victims of certain crimes. Since 2005, the Weld County Sheriff's Office (WCSO) has provided these services to many of the local police departments. In June, the WCSO notified all agencies that they would no longer provide this service starting in January 2023. The Town of Frederick invited the Town of Firestone, the Town of Frederick, the City of Dacono, and the Town of Mead to participate in a cost-sharing program to fund a position to serve in this capacity. All the agencies participating will pay based on their population and historical data of service calls.

Water Enterprise Revenue Bonds Parameters Set During Wednesday's meeting, the Board of Trustees approved Ordinance 1021, setting the parameters and the ability to authorize the issuance of water enterprise revenue bonds. The approval of this ordinance did not issue any debt. Any final debt issuance will come before the Board of Trustees for approval in a public meeting. This ordinance supports the continuance of implementing the 2020-2050 Water Action Plan, which identifies the need to acquire additional raw water supplies and facilities.
On August 10, 2022, the Board of Trustees approved a purchase and sale agreement with LG Everest for the purchase of the Firestone Pit Property, which includes 390 acre-feet of water and 5,400 acre-feet of storage. The water enterprise revenue bonds are needed to fund that purchase.
The parameters set include a maximum of a 6% interest rate, the principal amount of bonds shall not exceed $29,000,000 and they shall not mature later than December 1, 2037 (15yr term). For the next steps, the Town sent a request for proposals to 50 banks and institutions with these parameters. Once proposals are received, they will be evaluated, and any recommendation for bond issuance will be presented to the Board of Trustees.

Final 2023 Budget Review UpdateThe Board of Trustees began reviewing the 2023 proposed budget in a Work Session on Wednesday, September 21. As of Wednesday, October 19, the Board of Trustees had been presented with the entire 2023 proposed budget. During the Wednesday night meeting, the Finance Director gave a final high-level review of the entire budget to the Board of Trustees. Next Wednesday, November 16, the Board of Trustees will meet in a Public Hearing during a Special Meeting for the purpose of adopting the budget.
