Neighbors Point Traffic Study Recommendations

The area surrounding Centennial Elementary School in the Neighbor's Point Subdivision was identified by the Board as an area of concern regarding pedestrian and traffic safety. In 2023, the Board approved a contract with our On-Call Traffic Engineer, Bohannan Huston, Inc. (BHI) to provide a Traffic Calming and School Zone Assessment Study for the area. As part of this Traffic Calming and School Zone Assessment contract, BHI performed data collection, traffic analysis and provided an assessment with recommendations to provide traffic calming in this area. Data collection was performed last spring while students were in school to provide accurate data for the assessment. Town Staff and BHI met with several stakeholders, including the Neighbor's Point HOA and School District staff, to provide additional details to the traffic study. 

During Wednesday night’s meeting, Town Staff presented the study and three recommended phases of construction based on funding availability, including: 

• Phase I - Signage and Striping Improvements
• Phase II - Traffic Control at Crossing Intersections (Two HAWK Signals - Neighbors Pkwy & Birch St, Buffalo St & Sable Ave)
• Phase III - Curb Extensions/Bulb-Outs on Neighbors Parkway

The Board supported the recommendations and directed Town Staff to continue working with the HOA and School District to finalize a plan for implementation based on funding availability. 

Grant Application Approved 

During Wednesday night’s meeting, the Board of Trustees approved a grant application with the Colorado Department of Local Affairs (DOLA). 

The Firestone Police Department is applying for this DOLA grant in partnership with North Range Behavioral Health to add a second full-time co-responder and develop a customized wellness app for the Firestone Police Department. 

Currently, only one full-time co-responder serves the Town of Firestone, Town of Frederick, City of Dacono, and the Town of Mead. She only works Tuesday-Friday, and we need a second co-responder for the days we don’t have a co-responder on duty. 

In addition, the Firestone Police Department is also applying to contract with Brower Psychological to provide counseling, therapy, critical incident debriefing, and support services to all sworn police officers. The next component of the grant application is to contract with Cordico to customize a wellness app for Firestone. The wellness app offers a complete range of self-assessments as well as continuously updated videos, guides, and articles on more than 60 wellness health topics. We can also incorporate agency-specific content and one-touch access to our Peer Support Team, therapists, and chaplains. This grant reinforces our commitment not only to our community but also to our police officers.

This grant application requires approval from the Board of Trustees before the application can be made. The projected award notice will be on February 20, 2024, and the contract term of the grant expires on June 30, 2026. No local match is required from any applicant.

NISP Agreement Approved

The Board of Trustees approved the 20^th Interim Agreement for the Northern Integrated Supply Project (NISP). Once complete, NISP will supply 15 Northern Colorado cities, towns, and water districts with 13 billion gallons of water annually. The Town of Firestone has been a participant in NISP since the mid-2000s and is committed to 1,300 acre-feet.  Northern Water is on track to deliver NISP by 2032. Currently, they are pursuing permitting, design, and construction of the project on behalf of the participants. The project components include: 

• Two reservoirs (Glade Reservoir northwest of Fort Collins and Galeton Reservoir northeast of Greeley)
• A forebay reservoir below Glade Reservoir
• Five pump plants
• Pipelines to deliver water for exchange with two irrigation companies and for delivery to participants
• Improvements to an existing canal to divert water off the Poudre River near the canyon mouth

The Town of Firestone’s Water Action Plan, adopted in 2020, relies on the partnership with NISP as a reliable water source for the future of Firestone. Read more information about NISP here.
