Frontier Estates Filing 2 Preliminary Plat Approved

On May 8, 2024, the Board of Trustees opened a Public Hearing for Frontier Estates Filing No. 2 Preliminary Plat. During that meeting, the Public Hearing was continued until Wednesday, July 24, 2024. After the continued Public Hearing during the meeting on Wednesday,  July 24, 2024, the Board of Trustees approved Resolution 24-47, approving a preliminary subdivision plat for Frontier Estates Filing 2, with amendments made to the resolution.

Filing 2 is approximately 39 acres in size and is located on the west side of Frontier Street between Sable Avenue and Pine Cone Avenue. The proposed preliminary plat includes 189 total lots composed of single-family detached units.

The preliminary plat also includes a 0.33-acre Pocket, a 1.85-acre Neighborhood Park, a perimeter trail network connecting to the Town's Central Park property to the north, and through-block connections providing additional connectivity to the various elements. In total, approximately 1.68 acres of open space and 2.18 acres of parks are proposed with this subdivision. A cash-in-lieu payment will be required to cover the additional acreage needed following the Firestone Development Code.

The amendments made to Resolution 24-47  include adding three new approval conditions:  

  • At the final plat stage, the Town's transportation engineering consultant shall verify the traffic impact study results, methodology, assumptions, results, and recommendations 
  • Any required changes to the design and construction of the development proposed transportation network to ensure there is adequate and sufficient transportation capacity, as recommended by the traffic impact study shall be included in the subdivision agreement.
  • The final plat will show a street width of 60' for the access road adjacent to Frontier Street between lots 9 and 21


With the approval of the preliminary plat, the developer can move on to the final plat process for the property.

Native Water Credit Purchase Agreement

A Water Credit Purchase Agreement between Meritage Homes of Colorado, Inc. and the Town of Firestone was approved during Wednesday night's meeting for the Frontier Estates development located on the west side of Frontier Street between Sable Avenue and Pine Cone Avenue.

Meritage Homes of Colorado, Inc. must satisfy the Town's water dedication requirements to develop this property. The agreement allows Meritage Homes of Colorado, Inc. to purchase up to 79 Native Water Credits from the Town. Town staff determined that there is availability in the Town's water portfolio to allow for this purchase.

The Town's goal in implementing the Water Action Plan has been to acquire native water rights to build a healthy water portfolio that will periodically be released to developers to purchase Native Water Credits. The proposed Native Water Credit Purchase Agreement accomplishes this goal.

Potable Water Master Plan 

The Board of Trustees approved an agreement with Kimley-Horn and Associates Inc.(Kimley-Horn) to prepare the Potable Water Master Plans (PWMP) during Wednesday night's meeting. 

With the recent completion of the St. Vrain Water Treatment Plant (SVWTP) and the introduction of a second potable water source for the Town, the operation and future needs of the Town's water distribution system have significantly changed. PWMP are essential technical documents used to guide future water distribution needs for continued growth in Firestone and increased reliance on potable water from the St. Vrain Water Treatment Plant.

Kimley-Horn will conduct research and analysis, propose policy and water system improvements, assist with Board of Trustee meetings and public input sessions, prepare graphics to demonstrate issues and needs and support the prioritization of recommendations for short and long-term potable water projects. 

The project will kick off this summer.

Updated Board Meeting Time

During the Wednesday night meeting, the Board of Trustees approved a resolution to update their Rules and Procedures. The update includes removing the meeting times from Section 2.1 and updating the meeting location for Work Sessions in Section 2.3.

During the Wednesday, July 10 meeting, the Board of Trustees discussed potentially moving their regular meeting date but ultimately decided to leave it on Wednesdays. During that discussion, the Board decided to move the start of the Regular Meetings up by 30 minutes. Now, both the Work Sessions and Regular Meetings will begin at 6:00 p.m. in the Board Room/Court Room, located in the Firestone Police Department & Municipal Court Building (9900 Park Avenue). The Regular Meetings will remain on the 2nd and 4th Wednesday of the month, with the Work Session held on the 3rd Wednesday of the month.
