High-Speed Broadband Initiative
The Town of Firestone Board of Trustees has undertaken a High-Speed Broadband Initiative to explore options and opportunities to better connect our community with affordable and reliable internet access. Through this introductory step it is our intent to explore a range of alternatives available for promoting advanced broadband services to Firestone citizens, businesses and Town agencies.
There is no single solution to achieving our broadband objectives. There are no pre-determined conclusions. Nothing has been ruled in or out. In fact, thanks to Firestone voter’s overwhelming support of Ballot Question 1 in 2018, the community is now permitted to consider (without interference) “…a variety of options to serve the broadband needs of residents, including pursuit of business partnerships with private companies to increase the community’s access to broadband services.”
The Town of Firestone Board of Trustees wants citizens to continue to be part of the broadband conversation. Once the community has been more fully engaged, we will be better positioned to identify objectives and solutions most suitable for Firestone.
Broadband Assessment and Feasibility Study
On December 12, 2019, the Town of Firestone issued a Request for Proposals (RFP) for a Broadband Assessment and Feasibility Study. Through this process, the Town seeks qualified consultant(s) to conduct an independent study to provide strategic guidance in the planning of high-speed broadband connectivity actions that can be implemented by the Town as cost‐effectively as possible.
The scope of work for the study includes but is not limited to: residential and business needs assessments, market assessment, gap analysis, overview of broadband operating & ownership models and broadband strategy recommendations.

Update: February 27, 2020
During the February 26, 2020 Board of Trustees meeting, the Board awarded a services agreement with Vantage Point Solutions to conduct the Town of Firestone Broadband Assessment and Feasibility Study. Scope of work deliverables included in the Study will seek to obtain resources and data which could aid the Board in making informed decisions concerning high-speed internet delivery options.
The Broadband Study will kick-off during the first week of March and is anticipated to conclude with a final report and presentation to the Board in July of this year.
A key deliverable of the Study is a Residential and Business Needs assessment including stakeholder outreach and community engagement that provides the critical feedback to assist with determining needs, identifying broadband gaps, and finding potential partners. The Needs Assessment will be comprised of two phases – Quantitative and Qualitative Review.
Quantitative Review: First, the online surveys will be conducted to obtain information such as:
- Customer satisfaction with current telecommunications/broadband providers
- Current and future needs of community’s desire for enhanced broadband services
- Citizen’s view on role of municipal government should take in providing that service
- Willingness to pay for that service and at what price for those services
- Overall interest in obtaining services from new provider in market
Qualitative Review: To supplement the survey collection, in-person stakeholder outreach and provider engagement meetings will be conducted.
