TNT Home Services Colorado Companies To Watch Recognition
During Wednesday night's meeting, the Board of Trustees celebrated TNT Home Services, a Firestone-based business, for being recognized as a 2022 Colorado Companies to Watch.
The Colorado Office of Economic Development and International Trade launched the Colorado Companies to Watch program in 2009 to honor the critical yet often overlooked second-stage companies across the state for their undeniable impact on our communities. Second-stage companies have moved past the startup stage and into a period of steady-state growth. To be recognized, businesses must be privately held, be a commercial enterprise, employ 6 to 99 FTE W-2 employees, have between $750,000 and $50M in annual revenue or working capital, be headquartered in Colorado, and demonstrate the intent and capacity to grow through employee or sales growth, exceptional entrepreneurial leadership, sustainable competitive advantage and other notable factors.
This year Firestone staff nominated TNT Home Services, which started as a plumbing and HVAC business out of their Firestone home and is now leasing a commercial site in Firestone for their growing business. A select panel of esteemed judges chose the award-winning companies from an impressive list of finalists, who ultimately selected 50 from the 1,100 nominations gathered from across the state. Annexation & Zoning of the Denmore Property
In three separate actions, the Board of Trustees accepted certain findings of fact in favor of the Denmore property Annexation by approving Resolution 22-78, annexed the Denmore property by approving Ordinance 1015, and approved the initial zoning of the Denmore property with the approval of Ordinance 1016 during Wednesday night's meeting.
The area annexed and zoned is 147.33 acres, located on the northwest corner of Firestone Boulevard and Frontier Street.
State statute and the Firestone Development Code require that annexed property be provided with zoning within 90 days of the annexation of a property. During Wednesday's meeting, the Denmore property was given initial zoning of Residential-A (R-A) (low-density residential) and Neighborhood Center (NC).
Background & Next Steps: - On June 8, 2022, the Board of Trustees accepted the annexation petition from Denmore LLC by approving Resolution 22-70. Acceptance of the petition set the public hearing for annexation on July 13, 2022.
- With annexation and zoning approved on July 13, 2022, the applicant Denmore LLC, now has the option to apply for a Preliminary Plat, which lays out where subdivision lots, parks, trails, and open spaces would be on the property.
- A Preliminary Plat would come before the Planning & Zoning Commission and the Board of Trustees in public hearings allowing public input.
- Before any public hearings for a Preliminary Plat, the applicant is required to hold neighborhood meetings open to the public for feedback.

Firelight Park Development Progress
In four separate actions, the Board of Trustees approved actions to further the development progress at Firelight Park. The Firelight Park property is located at the northeast corner of Fairview Street and Highway 119. The Firelight Park property was annexed and zoned by the Town of Firestone in March 2008.
Non-Residential Final Plat During a public hearing, the Board of Trustees approved Resolution 22-79 for approval of the Firelight Park Non-Residential Final Plat. This Final Plat includes four (4) commercial lots and six (6) tracts for internal roads, future development, open space, landscaping, drainage purposes, and residential development. With this approval, the applicant can move on to the final development plan and building permit process for the non-residential lots.
ODP Amendment During a public hearing, the Board of Trustees approved an amendment to Firelight Park's Outline Development Plan (ODP) by approving Ordinance 1017. The original Firelight Park ODP was approved in 2008 when the property was annexed into the Town. The original ODP expired, and the property received approval for another ODP in 2021. The modifications approved with this amendment include a smaller lot area and lot width for the paired homes.
Residential Preliminary Plat During a public hearing, the Board of Trustees approved a residential preliminary plat for Firelight Park by approving Resolution 22-80. The Firelight Park residential preliminary plat includes ninety-three (93) lots for single-family detached homes, sixty-six (66) lots for single-family attached homes, fifty-eight (58) lots for townhomes, and eighteen (18) tracts for open space, landscaping, and drainage purposes.
Firelight Park Metro District Plans Amended During a public hearing, the Board of Trustees approved an amended and restated consolidated service plan for the Firelight Irrigation Metropolitan District, Firelight Commercial Metropolitan District, and the Firelight Residential Metropolitan District. Key points and modifications to the service plan include: Maximum Debt Mill Levy – 50 mills Maximum Operational and Maintenance Mill Levy: initially 60 mills until debt issuance. After debt issuance, Debt Mill Levy and Operational and Maintenance Mill Levy combined cannot exceed 60 mills, Town Mill Levy - 3 mills (collected yearly) Estimated Public Improvement costs: $21,296,611. Total debt limit: $35,678,000

Continued Mill & Overlay Project Approved on Colorado Boulevard On March 23, 2022, the Board of Trustees approved a contract with Brannan Sand and Gravel Company for the mill and overlay of the intersection of Firestone Boulevard and Colorado Boulevard. On June 8, 2022 the Board of Trustees approved Change Order No. 1 of this contract, to add 5,250 sq-yds to the east of the original stopping point on Firestone Boulevard. On Wednesday night, Change Order No. 2 was approved. With the increased traffic of both cars and heavy trucks and the cost of materials in the asphalt industry, staff recommended using the remaining pavement maintenance funds to finish the Town's portion of Colorado Boulevard from Cimarron Street to Pine Cone Avenue. Change Order No. 2 includes a 1” mill and a 2” overlay for this portion of Colorado Boulevard. Work on this section of the project should begin mid-August. Additional communication will be shared on the timing of the work soon.
Change Order No. 2 was approved in lieu of the chip seal project for St. Vrain Ranch and Ridgecrest Subdivisions. Chipseal projects will be included in the 2023 budget request presented to the Board of Trustees later this year

DRCOG Grant for Via MobilityDuring Wednesday night's meeting, the Board of Trustees approved an agreement with Denver Regional Council of Governments (DRCOG) to supplement the funding of the service for Via Mobility that operates in Firestone. In January, Town Staff submitted a request for proposal to the Denver Regional Council of Governments (DRCOG) 2022 Federal Transit Administration Section 5310 HST Faster Transportation program. DRCOG awarded the Town $31,500 for the term of July 1, 2022, to June 30, 2023.
