Firestone Board Recognizes Scholarship Recipients During the Board of Trustees meeting, the Board of Trustees and Mrs. Betty Heath recognized two students from Firestone for the George E. Heath Community Scholarship: Ryan Brown and Bronwyn Garcia Meiring. Both students will receive $1,250 to go towards educational expenses this fall. Both of these students, who are graduating soon, have demonstrated their academic excellence, shown involvement in many extracurricular activities, stayed involved with community service hours, and even had time to hold part-time jobs. Congratulations to Ryan, Bronwyn, and all the graduates living in Firestone!

Building Safety MonthTrustee Lorna Morton read a Building Safety Month proclamation during Wednesday night's meeting. Yearly, the Town of Firestone celebrates Building Safety Month in May. Throughout the month, tips and resources are shared for the community to learn about indoor and outdoor safety for their homes or businesses. In Firestone, the Building Division provides services to individuals planning property improvements by reviewing construction plans, issuing permits, performing inspections, and enforcing ordinances that ensure safe buildings and a healthy environment. Tree Inventory Project ApprovedThe Board of Trustees approved a contract with Davey Resource Group, Inc., to provide Tree Inventory services to the Town of Firestone. The Town Forester will work with Davey Resource Group, Inc., to establish a baseline understanding of the Town's urban forest. This effort will support informed decisions about tree management, planning, and future plantings. The inventory will include detailed information on the location, species, and condition of all trees on Town-owned property. In addition to the physical inventory being completed, the Town will have access to software to assist with future tree inventory management.

Update to Historic Firestone Waterline & Roadway Replacement ProjectDuring Wednesday night's meeting, the Board of Trustees approved a Change Order with EZ Excavating to include full-depth asphalt removal and replacement and sidewalk repairs on 2nd and 3rd Streets between Wooster Avenue and Jackson Avenue in the 2025 Historic Firestone Waterline & Roadway Replacement Project. In addition, sidewalk quantities along Berwick will be increased to replace non-standard sections with standard Town-compliant designs, enhancing ADA accessibility in the historic downtown area. This change order provides an opportunity to incorporate work originally planned for future projects into the current year's scope while remaining well under this year's budget. It also positions future projects to accomplish more with the available funding. Agreement Approved with Western MidstreamAs part of ongoing oil and gas operations in and around the Town of Firestone, WES DJ Gathering and WES Wattenberg Oil Complex (collectively "Western Midstream") require permission to cross Town-owned rights-of-way with two new pipelines. Given that Western Midstream already has multiple existing pipelines and crossings, many of which may lack formal crossing agreements. Town staff identified this as an opportunity to establish a comprehensive, Town-wide master encroachment license agreement. The Board of Trustees approved the agreement during Wednesday night’s meeting, which applies to both existing and future pipeline crossings. In exchange for access to Town rights-of-way, Western Midstream has committed to the following key provisions: - Removal of approximately 23 pipelines tied to wells scheduled for plugging and abandonment, along with a defined timeline for removal.
- Ongoing cooperation with new development projects in the Town, including adherence to requirements and procedures when development occurs near existing pipelines and facilities.
- Relocation of current and future facilities if they conflict with Town utilities or infrastructure.
- A defined permitting and approval process for future facility installations.
The agreement has an initial term of 10 years and automatic 10-year renewals unless terminated by either party. The Town has no financial obligations under this agreement.
